1. The interurban services of taxi, with general character, have to be initiated into the term of the
town for which the license has been sent of the vehicle or in that of the town where him has
sent the authorization of interurban transport, in the case that this authorization has been
sent without the previous municipal license. To|In this effect, he|she|it has to understand, in
beginning|principle, that the origin or the beginning of the transport takes place where the
passengers are picked up.
Article 25
Rights and duties of the users
1. The rules of development of this Law regarding the conditions of contribution of the
services of taxi they have to include the determination of the rights and the duties of the users.
They have to establish whenever the access to the service has to be in conditions of equality, no discrimination, quality and security.
2. The persons who loan the service of taxi can refuse|deny to loan it in the case that the service is requested for purposes illicit or that meet at it circumstances of risk
for the certainty|security or the physical integrity of the users, of the driver or driver same or of other persons, or of risk of damages in the vehicle.
3. The users of the service of taxi have the following rights:
a) Knowing the number of license and the fares applicable to the services, documents that have of being placed in a visible place of the vehicle.
b) Transporting luggage, in accordance with the conditions established by the rules of development of this Law. In this sense, the driver or driver has to root
the luggage of the users and to place it in the space of the vehicle destined to this effect.
c) Obtaining a receipt or a bill in which the price, the origin and the destination figure of the service and the datum of the corresponding license, and that it proves that the fare has
been satisfied of the service.
d) Choosing the itinerary that they consider more suitable for the contribution of the service. If the users do not opt for any concrete itinerary,
the service always has to be carried out being the predictably shortest itinerary, so much taking into account the distance to how appeal the time loved of duration of the service.
e) Seeing the applicable regulations respected on the subject of substances that they can generate dependence, regarding the prohibition of smoking in the vehicles.
f) Receiving the service with vehicles that have the suitable conditions, in the inland|inside and in the requirement, as for the hygiene and the state of conservation.
g) Requesting that the receiver of radio or other devices of sound reproduction is switched off installed in the inland|inside of the vehicles or that is lowered the volume.
h) Accessing in the vehicles in conditions of comfort and certainty|security. In this sense, the drivers that loan the service have to help to rising to
the vehicle and bringing the persons down from there with reduced mobility and the persons who go with children, and to load
the devices that the users can need to travel|move, like wheelchairs or prams of baby, in the space of the vehicle destined to this effect.
i) Requesting that, if it|he is dark, the interior lum of the vehicle is switched on, so much to access to it or
going down from there like in the moment of paying the service.
j) Rising to the vehicle and to go down in places where they subtract the security enough guaranteed of the persons, the correct traffic and the integrity of the vehicle.
k) Receiving the change of the payment of the price of the service until the amount that they gauge the
rules of development of this Law.
l) Choosing, in the stops of taxi, the vehicle with which he wishes himself to receive the service,
unless, for motives of organization or of fluency of the service, there is a system of turns related with the previous waiting of the vehicles. In all cases, the law|right of choosing has to justify for objective circumstances, like the air conditioning in the vehicle,
the state of conservation and the cleaning correct of this or the system of payment of the service.
m) Being able to bring freely seeing eye dogs and other dogs of assistance, in the case of persons with reduced mobility.
n) To be attended|served with the personal disposition and the attention correct of the driver or driver in the contribution of the service.
o) Formulating the claims that they love convenient in relation to the contribution of the service, in the form that the rules that develop this Law gauge.
p) Opening or to close the windows of the vehicle or that
the system of air conditioning subtracts open or fence.
3. They are duties of the users of the service of taxi:
a) Paying the price of the services according to the regime of fares established.
b) Having a correct behavior during the service, without interfering in the driving of the
vehicle and being able to be without annoying either offensive or that it can implicate danger,
for the same vehicle that loans the service as well as for the rest of vehicles or the users
of the public way.
c) Not manipulating, destroying nor not deteriorating any element of the vehicle during the service
d) Respecting the instructions of the driver or driver for a better contribution of the
service, whenever none result from the recognized rights to the users for the section harmed
4. The noncompliance of the duties established for section 3 entails, if he is proper, the public liability or penalty|penitentiary of the users.

CHAPTER III. Rights and duties of the user persons
Article|Item 9. Rights
of general character recognized in the legislation of defense of the consumers and users, the following rights:
1) Receiving the service in basic conditions of equality, quality, no discrimination,
security and preference in the turn of request.
2) Knowing the number of the license and the fares|tariffs applicable to the service, documents that
they have to be placed in a visible place of the inland|inside of the vehicle.
3) Transporting luggage in the way how it is gauged in these Regulations,
this meaning, the user persons have the right that the person who loans the service picks up the luggage
from the side of the vehicle and places it in the space of this destined to this effect.
4) Obtaining a receipt or bill where the price, the origin and the destination of the service figure,
the number of fiscal identification of the headline|holder of the license, dates the number of the
license and the registration of the vehicle and that accredits that the price of the service has been satisfied.
5) Choosing the itinerary that he|she|it considers more suitable or, in case this is not exercised
right, that the service is carried out by the having predictably shortest itinerary in
account the distance as well as the time loved of contribution of this.
6) Requiring that it is not put in the vehicle.
7) Receiving the service with vehicles that have the necessary conditions as for hygiene and state of conservation, outer as well as inner.
8) Requesting that it goes out or the volume of the receiver of the radio and other devices is lowered
of image and sound that are installed in the inside of the vehicle included, if it was the case,
the broadcasting station of radio amateur, except the system of connection for the broadcasting station of
taxi of the one that will only have right to ask that the volume be lowered.

9) Accessing and to go down of the vehicles in the necessary conditions of comfortabilitat and security.
In this sense they have the right to receive the help of the lender of the service, for rising or to go down
of the vehicle, the persons with reduced mobility or the persons that go accompanied by children and to load the devices that these need for to
his displacement, like wheelchair or prams of children destined for this effect.
10) Requesting that the interior light of the vehicles is switched on when it's dark, so much for accessing
or going down of the vehicle like in the moment of making the payment of the service.
11) Rising or going down of the vehicle in places where the certainty|security comes off enough guaranteed
of the users and of third, the correct circulation and the integrity of the vehicle.
12) Receiving change on the occasion of the payment of the price of the service until the fixed amount in
these Regulations.
13) Choosing, in the stops of taxi, the vehicle with which he wishes himself to receive the service,
except that, for motive of organization or of fluidity of the service, there is a system
of turns relating with the previous waiting of the vehicles, o the incorporation of the
vehicles in the general traffic it's limited to the first vehicle of the stop.
All cases, the right of choosing has to justify for objective circumstances how
the air conditioning in the vehicle, the state of conservation and the correct cleaning of this or
the system of payment of the service.
14) Transporting freely the seeing eye dog or other dogs of assistance to persons with reduced mobility.
15) To be attended during the contribution of the service with the suitable correction on the part of the lender. 16) Formulating the claims that they love convenient with respect to the contribution of the service. 17) Opening and to close the windows of the behind and to require the opening or closing of the
systems of air conditioning of which the vehicles are supplied, even to go down
of the vehicle, without cost for the user, if on to require the lay in progress of the system
of air conditioning or of air conditioning, at the beginning of the service, this did not work.
18) Expressing in the communications with the driver in any of the languages officers in the area of application of these Regulations.
Article 10. Duties
Duties to the user persons are considered the following ones:
1) Paying the price of the service according to the diet of fares established. This duty
he will carry out the speed in the form that facilitates some more.
2) Having a correct behavior during the service, without interfering in the driving of the vehicle
not even to carry out those that can be considered annoying or offensive or that
they can imply danger for the vehicle as well as for their occupants and the others vehicles or users of the public way.
3) Watching over a correct behavior of the minors who use the service, especially in relation
to annoying behaviors that can imply danger or that they can imply the ruin of elements of the vehicle.
4) Using correctly the elements of the vehicle and not to manipulate them nor to produce none
ruin or destruction of these, including the prohibition, of food or drink to
the inside of the vehicle without previous authorization of the driver.
5) Not to introduce in the vehicle any object or material that can affect the security or its correct state.
6) Respecting the instructions of the driver during the service, whenever they do not work out
none of the recognized rights to the former article harmed.
7) Obtaining the contribution according to the order from request.
8) To the unemployed persons of taxi, not to select the lender of the service without motives justified.
9) Communicating the fate of the service at the beginning, in the possible most precise form.
10) Not to request the access or the slope of the vehicle in places where it|she is not guaranteed the security.
11) Respecting the prohibition of not smoking in the vehicle.
12) Allowing to place the luggage or bulks that it|he|she brings in the space of the vehicle
destined to this effect, if for its dimensions they give right to the payment of tarifaris
supplements or if, even if they do not give right to this payment, for his characteristics
or nature can dirty, deteriorate or bring about damage to the seats of the vehicle.
